Under the Transparency Code for Smaller Authorities, Barrow Parish Council is required to publish details of its financial statements online.
Barrow Parish Council obtains funds to cover its costs through a ‘parish precept’ which is collected through residents’ council tax payments to Ribble Valley Borough Council. The precept is decided annually in advance of each tax year and the parish council must produce a budget detailing what they intend to spend the money on.
At the end of each year, the parish council must produce accounts and complete an Annual Governance and Accountability Return (AGAR). An internal auditor is appointed to review the parish council’s financial processes and internal procedures. The AGAR is then sent to an external auditor appointed by Smaller Authorities’ Audit Appointments Ltd for review. A formal notice regarding the public’s right to inspect the annual return is displayed on the parish council’s noticeboard and website.
